I often get noticed by pervs, some of them aggressive; thankfully, I've never had to deal with them while completely alone, but I definitely know how scary it can be.
I would go ahead and report him anyways, and keep some sort of protection with you, it's mostly to make them too nervous to try anything, *sometimes even having a mobile phone out scares these creeps*. I'm a seamstress by trade, and usually when I'm out, I'm coming to or from work, so I've got lot's of pointy tools at my disposal, most of them with in legally small enough for me to carry as self defense. *It's good to know these things.*
Sometimes confronting these creeps frightens them, but then again, I once encountered a guy *he followed me onto a bus and two trolleys and asked if I was in high school* who told me, after I told him I was going to report him and let him know what a disgusting pervert he was, how he was very turned on by my attitude and if I wanted to go home with him. But with him, as soon as I walked up to the authorities, that guy took off in a flash.

Some of these might sound gross or silly, but if that guy or any other guy ever tries to drag you off somewhere, scream, punch, scratch, bite, kick *you know where to aim*, stab, puke, piss yourself, anything to gross him out or disable him ~ no mercy for perverts.
